Any person responsible for the content of his own web site who allows to download music has the obligation to hold the following authorizations:
Authorization for non-exclusive use of Internet audio recordings. In Romania, at the moment, this authorization is granted directly by the Producer of the sound recording for both listening and reproducing the recording. As a rule, the producer of sound recordings is the record label that placed the artist’s album / single on the market.
Authorization for non-exclusive use of Internet Performer Interpretations – In Romania, this authorization is currently granted by the artist’s record label.
Authorization for Non-Exclusive Use of Musical Works (composition and text) – In Romania, this authorization is granted by the Union of Composers and Musicologists of Romania (UCMR), unless the copyright holders have expressly prohibited this body, to license Internet use of works in their own repertoires. In the latter case, authorizations for use are granted directly by copyright holders: authors or publishers.
